I'm not so sure Dave, things like the tyres and steering wheel are a bonus if they are good but I wouldn't say they reduce the value of the car if they are not. The value in the car as I see it is body condition and interior condition (these can cost a fortune if not right) and obviously service history. Then the mileage and owners add a premium to the value. It is a fact that many potential buyers are looking for a low mileage car so supply and demand rules pricing there.
If someone Is wanting a low mileage low owner car they will I suggest live with things like tyres and other bits as they are easily sorted and any potential seller would be daft to start reducing price just because of that, I certainly wouldn't.
I'd agree with Ashtons99 here Big Dave. The front splitter is £120, a steering wheel probably similar money and tyres a £400 consumable that are usually an owner brand preference. If I was in the market, and it had old Goodyears on it I wouldn't mind, as it would allow me to put four new Michelin's on it. I would ask where the splitter went though. If it was torn off there could be additional bumper damage and that's a bigger issue as it involves paint, and most would want original paint all round for a premium price.
Granted the timing belt is a £600-700 cost and a big bit of leverage to knock an owner down. Same for the Sachs. Still, with Rik on the scene, you know if he did them you'd be pretty bullet proof for future and way cheaper than BG (better service too).
With this is mind I'd be asking five figures for it. Someone that wants one like this will pay, they'll have to. There aren't any about like it. If someone is dropping five figures on this, another grand is peanuts to have brand new tyres, a steering wheel and peace of mind Rik did the dampers. The alternative is trying to knock the owner down on a few points, them not budge, the buyer walk away, and wait another three to five years for another to maybe come up; which may not have 40k miles by that time, more like 50k, and prices may have continued to climb. Ian M is totally in control of this one. Good luck to him.
