Looks like a third party body kit to me and not OEM Renault. A little like a Mountune Fiesta or similar.

Yes, it is. There's quite a lot of chat about the car on Clio200.net. The announcement of the unveiling at Monaco seems to have been on the RenaultSport Facebook page by the look of the screen shots shown. Commentators are claiming its got the 275bhp engine from the Megane.

There are even more photos and discussion on the official RenaultSport forum. Talk of a Clio 250 or Clio 245. A production run of 300.

Or that it's a preview of the face lift Clio and all Clio RS's will look like it from now on.
