I think this is a dust cover from beneath the wiper arm. I'll try and dig out a photo of when I took my wiper arms off.

Thanks, that would make sense given where I found it and what they were doing. I wish people paid more attention to what they were doing...

I've checked, no photos sorry. But I'm 95% sure these go under the wiper arm, on the spindle.
