These fit in the same way as your tow eye in that they screw in the body.
Use the eyelet on one end with an appropriate bolt front or rear.

Just had a quick look at that guide and I would mount it differently.
The way it is currently mounted will create a moment about the head of the bolt, which could stretch the hole in the metal plate as it is pulled, and may even shear the head of the bolt clean off.
I think that it should be mounted parallel with the gound with the bolt going verticaly through the small metal plate.
(I would also give it a bit more space around the tow strap where it exits the bumper because the marshals/recovery crews will not always pull it straight and in line with the bolt)
It just looks like it might fail if you were being pulled diagonally through a gravel trap.
