Another BMW thingy

Well as you all seemed to be very good at suggesting the other cars people were trying to identify, maybe somebody can explain this - Spotted in 2000 but never found out what it is... thought it migh have been for a film as was in LA (and see numberplate) any ideas?

So this time I asked a noted US motoring journalist, who at first said

Of course! It's the famous 1986 BMW Luxus-Kamper, which once sold like
hotcakes to aging California hippies in who had rejoined the Establishment
and were trading in their flower-bedecked VW minibuses on up-market yuppie
transport.

But shortly afterwards admitted

You do know I was spoofing?! I haven't a clue what it is.....Was I
THAT convincing? The plate however narrows it down to 1984-88.
