Still doesn't demonstrate that a 15 year old tyre is 'unsafe'.
I accept that a tyre past 10 years old is past it's best, but again, doesn't mean it's unsafe, just means it's not as effective, there's a difference.

You disagree, that's cool. But you seem to be missing the point. Of course they won't perform as well as a new / newer tyre, doesn't make them unsafe though, which I'll repeat, was the question.
Perfectly safe if the car has been stored correctly, and there's no cracks in the sidewalls or between the treads, they wouldn't fail an mot.
Is it advisable, no.
Are they past best, absolutely.

The cambelt was changed in 2011 and 2016, so due again next year, which I’ll get a good specialist to do.

As a long term Renaultsport fan, owning my 172 Cup for quite a few years, and also a 'Full Fat' Clio 200, and a couple of 182's over the years, I've always 'flirted' with getting a 182 Trophy. I've gone from obsessing over them...
