I think most people don't even know you have to run them in at all so I doubt its an issue. Best asking somene who knows though (specialist/tuning co etc).

-Heat shield isnt loose- but part of the exhaust touches it under load. Check for any spots of freshly scraped metal if you can get it on a ramp, the heatshield just needs bending out of the way. Thats what happened to mine...

The £900 cambelt was probably done at a main dealer. If the previous owner took it to a dealer, they probably didn't know enough about the F4R to get 196bhp either!
FYI, Mine is on 61k and I am about to replace the shocks. However they showed no signs of leakage when inspected in December, and still feel great to drive on.
I'm replacing them as a preventative maintenance measure, just as many people got refurbs around the 40k mark.
If the front dampers haven't been refurbished thats another £500 for you.

'Engine slap' as you put it is probably down to a worn upper gearbox or dog-bone mount.
Other than that it seems like a decent price.
Aftermarket sports cats regularly fail MOT tbh.
Your best bet is a second hand genuine cat and have the restriction removed.

190bhp is not 'garunteed'. I made 183bhp.
Remember, a ''good'' 182 makes 175bhp standard but figures rage from 165-180bhp. Just luck of the draw really.
