That 'piece' you have doesn't belong there. I've never seen one like that, it doesn't even look like part of the bearing left behind.
When fitting the new discs you do need a spacer or the pressed bearings won't last long... the one Marc B linked above.

As you say just check everything is done up and the bolts are tight - including wheel nuts. If you move the disc back and forth by hand you should be able to check how much movement there is for the pads. To be producing an audible clunk their must be quite a bit. Pop one shim back in maybe or...
